——致所有在中山人員的一封信

　　廣大市民、朋友們：

　　新冠肺炎疫情發(fā)生以來，中山堅決貫徹黨中央、國務院的決策部署，根據(jù)廣東省委、省政府的工作要求，始終把所有在中山人員的生命安全和身體健康擺在第一位，依法、科學、精準、有序開展疫情防控工作，經(jīng)過全體在中山人員的共同不懈努力，全市疫情防控總體形勢平穩(wěn)。我們對給予中山幫助與支持的兄弟省市、駐穗總領事館、友好城市政府、民間組織、友好人士以及在中山的中國公民、外國僑民表示感謝！

　　當前，境外輸入病例引起的傳播風險依然存在，“外防輸入、內(nèi)防反彈”壓力仍然較大，需要我們繼續(xù)齊心協(xié)力、共戰(zhàn)疫情。為此，我們謹向所有在中山人員特別提示：

　　一、根據(jù)我國有關法律法規(guī)，為有效防控傳染病傳播，所有在中山人員均有義務配合實施防疫抗疫措施，違反法律法規(guī)將承擔相應的法律責任。

　　二、堅持按照“早發(fā)現(xiàn)、早報告、早隔離、早診斷、早治療”要求，繼續(xù)落實村（社區(qū)）、居住小區(qū)進入人員體溫檢測、通行認證等常態(tài)化管理不放松，通過“粵康碼”主動申報健康狀況，憑“粵康碼（綠碼）”或其他有效健康證明正常出入。

　　三、不論國籍、膚色、性別，中山市采取的疫情防控措施一視同仁，堅決反對任何針對特定人群的差異性做法，對歧視性言行零容忍。

　　四、任何單位和個人不得因國籍、膚色、性別等原因限制或拒絕特定人群入住旅店、租住房屋，以及出入社區(qū)、商場、公園等公共場所。

　　五、任何單位和個人不得因國籍、膚色、性別等原因限制或拒絕特定人群搭乘公交車、出租車等公共交通工具；不得對任何特定人群拒絕提供日常生活服務。

　　六、堅持人文關懷，在實施疫情防控措施和健康管理服務時，充分考慮所有在中山人員的合理關切，提供必要的保障和協(xié)助，切實保障合法權益。

　　七、各機關企事業(yè)單位嚴格落實疫情防控主體責任，加強員工日常健康管理，做好進出人員體溫檢測和健康登記，加強室內(nèi)通風和環(huán)境清潔消毒。

　　八、各社會團體、行業(yè)商業(yè)協(xié)會、社會服務機構等社會組織要充分發(fā)揮作用，動員和引導成員積極參與疫情防控工作。

　　九、所有在中山人員應繼續(xù)堅持戴口罩、少聚集，保持勤洗手、常清潔的良好衛(wèi)生習慣。搭乘公共交通工具時盡量減少交談，保持適當間距，體現(xiàn)城市文明素養(yǎng)。

　　十、所有在中山人員可撥打0760-12345多語種服務熱線，反映涉疫情相關問題和困難，尋求指引和幫助。

　　我們堅信，在所有在中山人員共同努力下，我們一定能夠打贏疫情防控阻擊戰(zhàn)，共創(chuàng)更美好的明天。

United We Will Win the Battle Against COVID-19

- A Letter to Everyone in Zhongshan

Dear Zhongshan citizens and friends,

Since the outbreak of COVID-19, Zhongshan has been implementing with firm resolve the strategic decisions of the Central Committee of the Communist Party of China and the State Council, and adhering to the requirements of Guangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People’s Government. Taking the safety and health of everyone in Zhongshan as our top priority, we have tried our best to ensure effective and orderly implementation of COVID-19 prevention and control measures based on science and law. Through unremitting endeavour made by everyone in Zhongshan, the COVID-19 outbreak in the city has witnessed positive developments. We would like to extend our gratitude to everyone that have assisted and supported us, including our sister provinces and municipalities, consulates general in Guangzhou, governments of our overseas sister cities, civil organizations, people working on facilitating constructive bilateral relations, as well as all the Chinese citizens and foreign nationals in Zhongshan.

At this moment, there still remain transmission risks brought by cases imported from overseas. We are faced with a major challenge - “preventing imported cases from abroad and preventing a second wave at home”. To address this challenge, we all need to work together and spare no effort in preventing the further spread of COVID-19. Therefore, we would like to remind everyone in Zhongshan of the following:

1.In order to effectively prevent and control the spread of infectious diseases, all people in Zhongshan are obliged to actively cooperate with the disease control and prevention measures according to relevant laws and regulations in China. Anyone who violates relevant laws and regulations shall be held legally liable.

2.Strictly follow the requirement of “early detection, early isolation, early reporting and early treatment”. We need to continue to implement regular administration measures including measurement of body temperature of everyone entering residential blocks (villages), and presentation of IDs for entry and exit. People should voluntarily provide updates on their health status via Yuekang Code. Yuekang Green Code or other valid health certificates should be used for entry and exit.

3.Zhongshan has implemented

undiscriminating COVID-19 prevention and control measures regardless of nationality, skin colour or gender. We strongly oppose any differentiated actions taken against specific groups and we have zero tolerance over discriminatory language or acts.

4.No entity or individual shall restrict or deny specific groups of people from checking in at hotels, renting properties or entering into public places such as residential blocks, shopping malls or parks, on the basis of nationality, skin colour or gender.

5.No entity or individual shall restrict or deny specific groups of people from using public transport such as buses and taxis on the basis of nationality, skin colour or gender; daily essential services shall be available and accessible to everyone regardless of their nationality, skin colour or gender.

6.Provide necessary care and support. While implementing COVID-19 prevention and control measures and delivering health administration services, we will address the reasonable concerns of everyone in Zhongshan and provide necessary safeguard measures and support to ensure their legitimate rights and interests.

7.All public organizations must strictly fulfill their obligations and make sure responsible persons are held accountable. Regular health administration measures for employees must be strengthened. Body temperature must be taken and health information must be registered for people going in and out of the offices. Rooms should be properly ventilated. All spaces should be properly disinfected.

8.All public organizations, including civil organizations, industrial and business associations as well as social service agencies, shall make full use of their networks to mobilize and call on members to actively engage in COVID-19 prevention and control efforts.

9.All people in Zhongshan should continue to keep a mask on, cut off group activities, wash hands frequently, and pay extra attention to personal hygiene. When using public transport, people should try to avoid conversations and keep a safe distance from others to reduce transmission risks.

10.Everyone in Zhongshan can call 0760-12345 multilingual service hot line to report issues or problems related to COVID-19, or to ask for instructions and help.

We firmly believe that with the joint efforts of everyone in Zhongshan, we will be able to beat COVID-19 and build a better future together.

--中山にいる皆様へのお願い

市民の皆様、友人の皆様:

新型コロナウイルスによる肺炎の発生以來、中山は黨中央、國務院の決裁と配置を終始一貫し、広東省委員會、省政府の指示により、一貫して中山にいる皆様の生命、安全、健康を最優(yōu)先し、法律に基づいて科學的且つ順調(diào)に的を狙った感染の予防抑制を推進し、中山にいる皆様のたゆまぬ努力を重ねて、全市の感染の予防抑制情勢には全體的に前向きな変化が見られています。その中で、中山と提攜している省市、広州駐在各國の総領事館、外國の地方政府、民間団體、友好人士および中山市で暮らしている全市民と外國人よりの関心と支持を得ましたので、感染癥に勝つ自信と決心がいっそう固められました！

現(xiàn)在、海外からの逆輸入病例による拡散リスクは依然として存在し、「海外からの逆輸入と、國內(nèi)の感染拡大の第2波を防ぐ”圧力はなお大きく、我々が同心戮力、同舟相救いで感染癥と戦わなければなりません。そのため、中山にいる皆様へ以下のことをお願いします。

一、感染拡散を効果的に予防、抑制するよう、中國の関連法律?法規(guī)により、中山にいる皆様全員が防疫対策の実施に協(xié)力する義務が付けられ、法律?法規(guī)に違反した者が相応の法的責任を負わなければなりません。

二、「早期発見、早期隔離、早期報告、早期治療」の要求に従って、居住地（コミュニティ、村）に入っている者の體溫測定、通行認証などの常態(tài)化管理措置を徹底し、「穂康コード」或いは「粵康コード」により健康狀況を自主申告し、「粵康コード（緑コード）」あるいはその他の有効な健康証明をもって出入りをしてください。

三、中山市は全面、厳格、徹底的な予防抑制措置を取り、國籍、肌色、性別にかかわらず、感染の予防抑制措置を講じることは平等であり、特定の集団への差別視を斷固に禁止し、差別的な言動をゼロ容認します。

四、いかなる機関や個人は、國籍、肌色、性別などの理由で、特定の者の宿泊、部屋の賃貸、コミュニティやデパート、公園など公共の場所への出入りを制限したり、拒否してはなりません。

五、いかなる機関や個人は、國籍、肌の色、性別などの理由で、特定の者の地下鉄、バス、タクシーなどの公共交通機関の乗車を制限したり、拒否してはならず、特定の者に対して、日常生活サービスの提供を拒んではなりません。

六、人文配慮を堅持し、感染の予防抑制措置と健康管理サービスを?qū)g施するときに、中山にいる皆様の合理的な関心を十分に考慮し、必要な保障と協(xié)力を提供し、合法的な権益を確実に保障してください。

七、各企業(yè)公共機構は感染の予防抑制の責任を厳格に実行し、従業(yè)員の日常健康管理を強化し、出入りする者の體溫測定と健康登録をしっかり行い、室內(nèi)の換気と環(huán)境の清潔消毒を強化してください。

八、各社會団體、業(yè)界商業(yè)協(xié)會、社會サービス機構などの社會組織は十分に役割を発揮し、會員を動員して、感染の予防抑制に積極的に參加させるよう指導してください。

九、中山にいる皆様はマスクを著用し、できるだけ集まらず、常に手洗いや清掃をする衛(wèi)生対策を取ってください。グリーンモビリティを提唱し、公共交通機関を利用する際に會話をできるだけ減らし、適切な間隔を保ち、感染危険性を減らし、都市文明の素養(yǎng)を示してください。
